SB 1595 – requires professional workforce and licensing boards to publish guidance and provide culturally responsive training to staff in accordance with ORS 670.415 by 1/1/2028. ORS 670.415 requires professional licensing boards in Oregon to provide culturally responsive training for interactions with internationally educated individuals during the licensure, certification, or other authorization process. The law mandates that boards develop and implement methods to reduce barriers to licensure for immigrants and refugees. Boards may adopt rules to carry out these provisions, and guidance must be published to support compliance.
This is DEI/Sanctuary status training which is both federally illegal and costs millions in payroll time for “trainers”. The bill affects all workers in Oregon and since it will now affect licensing boards, it could have legal implications in future, if they chose not to participate in the “training”.
